News topics: During the second week of September 13% of all news reports were related to political events in Ukraine (the first week of June – 23%, May – 25%, April – 26%). TVi features the biggest share – 32% (June – 38%, April – 36%, May – 53%), followed by Pershy Natsionalny – 18% and ICTV – 17%. Social issues – 35%, domestic policy, government bodies’ activities – 32% and international politics – 23% constitute the most popular topics for news. Culture events – 19% and crime/car accidents (9%) are the most frequently mentioned events.
Standards of news: 16% of the reports included several viewpoints (in January - 18%, in February – 24%, in March – 27%, in April – 23%, in May – 17%, in June – 18%). Inter features 21% share, 1+1 – 20%. In September – two viewpoints were provided in 24% of the reports (in June – 32%, in May – 32%, in April – 32%, in March – 44%, in February – 43%, in January - 36%). 100% of the reports by STB and Novy channel included only one viewpoint. 18 key events were discussed in the news from different positions. The EU Association Agreement (in the context of legislation harmonization, guns control law and Vradiivka case: these were the events, which received the most variable interpretation.
Context of the reports: 52% of the reports (in June – 58%, in May – 53%, in April – 63%, in March – 56%, in February – 63%, in January - 67%) were presented in conflict and negative contexts. The biggest share belongs to 1+1 – 71% (in June – 75%, in May – TVi had the highest 72%, in April – 1+1 with 77%, in March – STB with 73%), the smallest share - UT-1 – 19% (in June – 38%, in May – 21%, in April – 36%, in March – 23%, in February – 36%, in January – 40%). The positive context’s median share is 16% (in June – 8%, in May – 13%, in April – 10%, in March – 12%, in February – 11%, in January - 12%), UT-1 had the biggest share – 28% (in June – STB with highest 17%, in May – UT-1 with the highest 21%, in March – Novy Channel with the highest 28%, in February – also Novy channel with 23%, in January – UT-1 with 20%).
Political parties, persons and institutions: The attention to political parties, political persons and institutions constitutes 14%, 25%, 59% respectively (in June – 20%, 38%, 67%; in May – 22%, 34%, 64%, in April – 20%, 42%, 72%; in March – 25%, 39%, 62%, in February – 18%, 40% and 68%, in January – 13%, 33% and 71%, respectively). Enforcement agencies (19%) are the most frequently mentioned among political institutions (in June – enforcement agencies – 21%, in May – the same – 25%, in April – enforcement agencies (24%); in March - courts and judiciary system (24%)). The doubtful and negative evaluations were mostly related to the to the Constitutional Court – 50% and local government bodies – 19% (in June – Ukraine – 28%, in April – the National Bank (33%) and the General Prosecutor’s Office (29%), in March – to the Administration of the President (67%), and enforcement agencies – 20%).
Attention rating: The leaders of attention in news programs are as follows: Batkivshchyna (3%) and the Opposition in general – 3% (in June – the Opposition in general – 10% and the Party of Regions – 9%, in May - the Party of Regions and VO Batkivshchyna – 10% each; in April – the Opposition in general – 12%, in March - the same with 12%, in February – the same with 11%). The ironic and negative evaluations in September were related to the Government and the Communist Party of Ukraine (in June – the Opposition in general, in May, April, March and February are related both to the Opposition in general and the Party of Regions in equal parts). V. Yanokvych was provided with the largest share of attention in the news programs – 6%, followed by M. Azarov – 5%, Yu. Tymoshenko – 3% (in June - V. Yanokvych -15%, A. Yatsenyuk – 8% and M. Azarov – 6%; in May – V. Yanukovych – 9%, Yu. Tymoshenko – 7% and A. Yatsenyuk – 5%; in April – Yanukovych – 13%, A. Yatsenyuk – 9%, M. Azarov – 7%). 10 politicians are mentioned in 1% and more reports (in June – 21, in May – 19, in April – 34, in March – 20, in February – 27, in January - 22). 83% of the mentions are provided in neutral context (in June – 85%, in May – 82%, in April – 83%, in March – 74%, in February – 84%, in January – 81%). The doubtful and negative context was most often added to the reports covering I. Markov (58%), P. Baloha (50%), S. Vlasenko (50%). 41% of all the mentions about politicians are related to the Party of Regions representatives (in June – 43%, in May – 32%, in April – 40%), 17% - Batkivshchyna (in June – 17%, in May – 33%, in April – 17%), UDAR – 5%. In general terms, in September the attention to the to the ruling coalition representatives exceeds that to the opposition by 2.8 times - 66% vs. 24% (in June – by 2 times, in May by 3%, in April it was 1.7 times more – 56% vs. 33%, in March – 51% vs. 44% in favor of the opposition, in February – by 1.3 times more in favor for the ruling coalition; in January –- by 1.2 times).
Direct speech in the news: In September the largest share of direct speech was allocated for M. Azarov (19%), V. Yanukovych (11%) and Ye. Stavytsky (8%). The direct speech by politicians exceeding 20 sec is 2.2 times less than that in June – 1866 sec vs. 4084 sec (in May – 4808 sec, in April – 5153 sec). The direct speech of the Party of Regions constitutes 55% (in June – 54%, in May – 39%, in April – 47%, in March – 34%, in February – 46%, in January – 33%), UT-1 provided 69% of its direct speech for them. 11% is allocated to Batkivshchyna party members and faction members (in June – 14%, in May – 32%, in April – 16%, in March – 36%, in February – 16%, in January – 38%), ICTV’s share is 19%, TVi’s share is 18%. Overall, In September the direct speech of the ruling coalition exceeds that of the opposition by 4.3 times – 78% vs. 18% (in June by 2.7 times, in May the opposition’s share exceeded by 3%, in April the government’s direct speech was 1.9 times more than that to the opposition – 62% vs. 32%, in March – by 1.2 times, in February – 2.1 times, in January – 1.4 times).
The monitoring survey covering TV news broadcast by eight most popular Ukrainian channels in September 2013 is the part of the on-going media monitoring conducted by Academy of Ukrainian Press since 2002.
The presented survey was conducted by the AUP with engagement of the researchers of the Institute of Sociology, NANU. The content analysis methodology has been applied focusing on prime time news broadcast by eight most popular Ukrainian TV channels – Inter, 1+1, Novy Channel, Ukraine, STB, ICTV, Pershy Natsionalny and TVi.
